Purpose: The objectives of this study are (1) to Clarify some theoretical issues about high-quality (H-Q) human resource (HR), and policies develop H-Q HR; (2) Structure (3) Role HR in national construction development; (4) Policies strategies for developing Vietnam; (5) Proposing solutions improve the future.
